Heat a large frying pan over medium heat and cook the chopped bacon until crisp. Using a slotted spoon, transfer the bacon to the slow cooker and remove nearly all the fat from the pan, reserving a little.
Toss the beef cubes with the flour, onion powder, ¾ teaspoon of the salt and the black pepper. Brown the beef on all sides in two batches in the frying pan, then transfer to the slow cooker.
Add 1 teaspoon of the reserved bacon fat, the mushrooms and remaining ¼ teaspoon salt to the pan; cook until the mushrooms begin to brown, 4 to 5 minutes. Add the shallots and garlic and cook until aromatic and soft, 2 to 3 minutes. Stir in the tomato paste to combine, then transfer everything to the slow cooker.

Pour the red wine and beef broth into the slow cooker and stir to create a homogenous liquid. Lay the fresh thyme and rosemary on top, followed by the carrots.
Cover and cook on low for 8 hours or on high for 4 to 6 hours, until the beef and vegetables are tender.
